Humanitarian intervention is a State's use of “military force against another State when the chief publicly declared aim of that military action is ending human rights violations being perpetrated by the State against which it is directed”.

Training programmes will be held to increase the literacy rate of prisoners in the Southern Province. Programmes will be launched initially in the Galle, Matara, Tangalle and Boossa prisons and Weerawila open air camp. Library facilities will also be provided for the prisoners.
